It was obvious that in the face of a call for help from a man who claimed he was being chased and shot at, that the centers of command and control failed to coordinate their response. The authorities learned about the incident after the victim died from gunshots after crashing his vehicle inside the Tijuana International Airport.
The 34 murders for the month of January 2008 in Tijuana alone beat the 32 executions that took place over the same period in 2007.
